Yes, but pixels will look soft. This is a resample, not a detail-recovery model.
Does it keep transparency?
PNG and WebP alpha is preserved. JPEG has no alpha channel.

Is there a megapixel cap?
Very large photos may hit browser canvas limits. Shrink in two steps if the page stalls.
Will GPS data survive a resize?
